The Missing Voices methodology used set definitions and a standardized criterion, which are rigid to ensure consistency, validity and accuracy in the numbers being reported. The figures are not a true reflection of the extent of extrajudicial executions and enforced disappearances in Kenya. The figure could have been higher but there is no existing official database of police killings or enforced disappearances. These numbers are those which have met the evidentiary threshold set by the methodology.
