IPOA has learnt of incidents in which three suspected robbers were shot and killed in
separate incidents in Huruma and Mathare areas of Nairobi on 29th October 2018. In Migori
County, an Administration Police officer attached to Kegonga Police Division allegedly
fatally shot a man in unclear circumstances. Six suspected robbers were fatally shot in
Dandora on Sunday 28th October 2018. Further, three others were killed in Kerugoya on
Sunday 28th October 2018; in Yatta, three suspects were fatally shot on 23rd October 2018
and two others were also fatally shot in Burma in Nairobi County on 22nd October 2018. All
these deaths were allegedly committed by police officers on duty.
On its own motion, and acting pursuant to its statutory mandate under Section 25(1) of
the IPOA Act that requires the Authority to investigate deaths and serious injuries caused
by Police action, the Independent Policing Oversight Authority (IPOA) has launched
independent investigations into the incidents with a view of unravelling the circumstances
that led to the fatal shootings, and more particularly whether the police officers were
justified in the use of their firearms.
The various matters are under investigations. Upon conclusion, if culpability is found, the
Authority will ensure the responsible officers face the full force of the law through
appropriate criminal and/or disciplinary recommendations to the Director of Public
Prosecutions and other suitable Government Agencies.
